Shepler returns to Marlboro

MARLBORO - Some familiar faces and several new ones have been appointed by Mayor Jonathan Hornik.

Hornik, who was sworn in to office on Jan. 1 to begin a four-year term, said an objective process was used to decide who would be appointed to municipal positions.

He said applicants were asked to submit formal requests that were reviewed and eventually led to individuals being selected for interviews concerning the positions.

One decision Hornik made was to replace the township's business administrator. Judith Tiernan, who served under former Mayor Robert Kleinberg, was not reappointed by the new mayor.

In her place, Hornik appointed Alayne Shepler as Marlboro's new business administrator. Shepler served as Marlboro's business administrator during the mayoral term of Saul Hornik, the current mayor's late father, in the 1980s.

Among other municipalities in which she worked after leaving Marlboro, Shepler was the township administrator in Manalapan before stepping down from that position in December 2006.

The mayor's office said Shepler's salary is a $125,000 with no benefits.

Attorney Jonathan L. Williams will be the new director of law for Marlboro, replacing Andrew Bayer, who served as township attorney during the Kleinberg administration.

Williams previously worked for Marlboro on matters pertaining to the township's attempted acquisition of the former Marlboro State Psychiatric Hospital property Route 520. The township has sought to purchase the 400-acre parcel from the state but has been unsuccessful in its attempts to do so. The state closed the psychiatric hospital in the summer of 1998.

Williams will now be providing general legal services to Marlboro. Williams joined his current firm, DeCotiis, FitzPatrick, Cole and Wisler, in 1990, according to his biography on the firm's Internet Web site.

Prior to joining the DeCotiis firm Williams served as deputy attorney general in charge of civil litigation for the state of New Jersey until 1989, as well as having served as general counsel to many county authorities.

According to municipal papers, Williams will receive an hourly rate of $135 for legal services and $80 for paralegal services. The length of Williams' contract is until the end of 2008.

CME Associates, Parlin, has entered into a contract with Marlboro to provide engineering services as the township engineer. The company will receive a rate not to exceed $145 per hour, according to municipal documents. The contract will expire at the end of 2008.

CME Associates has replaced Birdsall Engineering as the township engineer.

Allen Falk was appointed as Marlboro's municipal court prosecutor.
