Council amends appraisal pact

MARLBORO - The Township Council at its meeting on Oct. 4 authorized Mayor Robert Kleinberg to amend a contract between the municipality and Realty Appraisal Company, West New York.

The contract between Marlboro and Realty Appraisal permits the company to conduct appraisals of new construction in Marlboro and to conduct appraisals of additions and alterations to existing buildings. The company has been performing and will continue to perform those appraisal services in the township, according to the council's resolution.

The original contract with Realty Appraisal for those services was for an amount not to exceed $15,000 and the amended contract is for an amount not to exceed $32,000, according to the resolution.

The services to be provided by Realty Appraisal are considered to be professional services pursuant to the Local Public Contracts Law and that law authorizes the council to award a contract for professional services without public advertising for bids and bidding, according to the resolution.

The contract between Marlboro and Realty Appraisal is available for inspection in the office of the municipal clerk.

In response to a question from the News Transcript at the council meeting, Business Administrator Judith Tiernan clarified that the action that was taken by the governing body on Oct. 4 with regard to appraisal services had nothing to do with the upcoming revaluation of all properties in Marlboro.

Marlboro officials have been directed by the Monmouth County tax board to reappraise every parcel in the municipality in order to bring each property's appraisal up to its present market value. Tiernan said it is expected that the company that will eventually conduct the township-wide revaluation will be hired by the council in early 2008.
