Planning board approves patio homes off Ryan Rd. BY REBECCA MORTON Staff Writer
MARLBORO - The Planning Board has unanimously granted preliminary approval to a development of nine attached patio homes off of Ryan Road.
The board granted its approval on Aug. 1 to the Enclave at Glenbrook. The parcel is surrounded by the Glenbrook development. At present there is a home, greenhouses and landscaping equipment on the site.
For three hours the board members heard testimony on the application and discussed the pros and cons of the project. Questions were raised about fire safety and the effect of traffic on Ryan Road.
The nine patio homes will be built on a cul de sac that will be constructed off of Ryan Road. There will not be a road connection from the Enclave at Glenbrook into the Glenbrook housing development.
In the end, a 10-0 vote resulted in preliminary approval pending certain conditions.
The applicant, Bayfield Properties, sought permission to subdivide the 2.15-acre parcel into 10 lots containing nine single-family attached fee simple patio dwellings without any age restriction on unit ownership or occupancy.
The applicant was seeking several variances, including one for the property of 2.15 acres where a minimum of 10 acres is required. The two proposed buildings that will contain the homes are to be set 20 feet apart where a minimum of 30 feet is required. And, a 30-foot pavement width was proposed where a 36-foot minimum width is the required size.
The applicant was also seeking waivers from providing a cul de sac and to permit the lot lines between proposed lots 6 and 7 and lots 7 and 8 to deviate more than 10 degrees from the radial of the curved street.
The proposed development, Enclave at Glenbrook, is in Marlboro's Planned Adult Community district (PAC-II), an area which limits the homes to people age 55 and older. However, this development will not place any restrictions on the ages of owners or occupants.
Attorney Gerald Sonnenblick, representing the applicant, said that as it stands now there is one proposed unit to be built which will help to satisfy the township's affordable housing requirement.
Affordable housing as defined by the state is housing that is sold or rented at below market rates to people whose income meets regional guidelines established by the state.
It was noted that if the affordable housing unit is not constructed at the Enclave at Glenbrook, the developer will make a payment to Marlboro's affordable housing trust fund.
Sonnenblick reflected to the board how this project has been in the works for three years, having been the subject of several hearings before the township's zoning board. It was decided in March that the zoning board did not have jurisdiction over the application and referred it to the Planning Board.
The nine homes will be constructed in two buildings. The units will be two stories with an attic and will be built to mirror the original structures in the Glenbrook development.
Sonnenblick said it is not known when construction of the homes will start.
