Chairman wants RCA program to remain

I would ask the mayor and Township Council to oppose legislation that would bar municipalities from selling off their affordable housing requirements to other towns.

The bill aims to eliminate regional contribution agreements (RCAs). By state law, the RCAs allow a municipality to transfer up to 50 percent of its affordable housing obligation to another municipality. The sending municipality pays the receiving municipality, which will build or rehabilitate low- and moderate-income housing.

The RCAs are a very helpful tool for meeting our obligations and are part of Howell's affordable housing plan.

We have enough to plan for the amount (of housing) that is mandated with the RCA program (in place). By removing the RCAs, it would create an unnecessary hardship for Howell.
