Officials tap attorney, township professionals

MANALAPAN - A new township attorney was appointed along with other municipal professionals and volunteers when the Township Committee reorganized for the new year on Jan. 7.

Caroline Casagrande, an attorney with the Matawan law firm Cleary, Alfieri, Grasso and Hoyle, was appointed township attorney for 2007, replacing James Kinneally, who served in the position in 2006.

Manalapan has seen a rapid turnover in municipal attorneys over the past few years, with the committee members moving the job from Donald Lomurro, to Stuart Moskovitz, to Kinneally and now to Casagrande.

Greg Valesi of CME Engineering, Howell, was reappointed as township engineer and Richard Cramer of T&M Associates was reappointed as township planner.

James Newman was reappointed as municipal court judge. Mitchell Ansell was appointed as public defender. The municipal prosecutor's job will be split between Teresa Kondrup-Coyle (Monday court sessions) and Allen Falk (Tuesday and Thursday court sessions).

Emil Philobosian was appointed special counsel for tax appeals and Christopher Hanlon was appointed alternate special counsel for tax appeals.

Hanlon was one of several attorneys was interviewed for the position of township attorney.

Appointments for volunteers included the Planning Board where Richard Hogan was appointed to a one-year term; Donald Holland to a four-

year term; Stephen Pine to a four-year term; Herbert Barak to a four-

year term; and Richard Farrell to a two-year term as a second alternate.

Arthur Tortorelli and Maureen Castellani were appointed to four-year terms on the Zoning Board of Adjustment.

Manalapan Police Sgt. Timothy Kirkland was appointed to a three-year term as head of Manalapan's Office of Emergency Management.

Resident Mark Levy was appointed as the temporary cable television coordinator, while Township Committee-man Anthony Gennaro was appointed to the Cable Television Committee for a one-year term along with Allen Drucker for a three-year term and Levy for a three-year term. Two three-year terms on the Cable Television Committee remain open.

Steve Sutera, Larry Sherman and Nick Camponella were appointed with Deputy Mayor Michelle Roth to one-year terms on the Manalapan Economic Development Council.

Anthony Musich was appointed township liaison to the Monmouth County Transportation Council.

Appointments to the Recreation Advisory Board included Michael Gross, Glenn Essner, Paul Sagnelli, Dennis Bruzzi, Helene Johnson, George Rothweiler, Butch Budai, Drew Shapiro, Diana Cochran, Richard Cohen and Rebecca Ginsberg. Richard de Pierro was appointed as first alternate and Jeff Ohlstein was appointed as second alternate.

Jack Eisner, David Greason, Donald Holland, Mitch Elias and Susan Heckler were appointed to the Agricultural Advisory Committee.

The Affordable Housing Alliance of New Jersey was appointed as Manalapan's affordable housing administrator.

Finally, the members of the governing body took on individual liaison duties.

Mayor Andrew Lucas will serve as the liaison to the municipal administration, the Finance Committee, the Shade Tree Committee and the Construction Committee, and on the municipal agricultural and open space advisory committees.

Roth will serve on the Finance Committee, Planning Board, Recreation Advisory Board and the Community Service Committee.

Committeeman Joseph Locricchio took on liaison duties to the Health Department, the Freehold Regional High School District Board of Education, the Heritage Committee and the Teen Advisory Committee.

Committeeman Anthony Gennaro will serve as liaison to the Manalapan-Englishtown Regional School District Board of Education.

Committeeman Richard Klauber will serve as liaison to the Environmental Committee and to Public Safety.
