Board chairman explains lot coverage issue

The article "Candidates Knock Board on Lot Cov-erage Decision" (Oct. 22, 2003) failed to include some critical information. During my tenure on the Planning Board, both as a member and as chair, there was never an application approved with higher water run-off than before developing.

It has always been this board’s policy to ensure protection to neighbors. The article failed to report that I asked Mr. (Kenneth) Pape, who represented the applicant, "At what percentage were the approved lots engineered at to compensate for water run-off?"

He said, "The lots are engineered at 33 percent lot coverage."

Their request was for an additional 13 percent coverage for a pool or deck, thus bringing the total coverage to 33 percent. Had the answer been different, the board would have not given its consent.

Subsequently, at my direction, the township engineer confirmed the response from Mr. Pape. Since we provided an approval for an extra 10 percent coverage, in reality the lots will have even less water run-off since they were engineered at 33 percent and we approved for a total of 30 percent.

The majority of the board took into consideration the added expense our citizens have to bare if they require a swimming pool or at times a deck, or even to put up a shed. Hopefully, now our Township Council will take a look at the ordinance and make the necessary corrections, which is an issue that came up in 1985.
